He was born on 18 September 1955 in village Sv. Đorđe (St. George), Ulcinj, Montenegro.

Škrelja graduated at the Faculty of Law in Prishtina.

He has been politically active since his youth.

He was a member of the Constitutional Committee and participated in drafting and adopting  the First Constitution of the independent state of Montenegro.

He was a respectable entrepreneur, President of the Management Board and the Executive Director of HTP Albatros AD Ulcinj.

He is married and has three daughters.
