Radule Novović was born in 1971 in Podgorica. He graduated from the Faculty of Philosophy in Nikšić, Department for Serbo-Croatian Language and Literature of South Slavic Nations.

He holds a Master's degree from the Faculty of Economics in Podgorica.

In the previous period, he held several jobs: Deputy Minister for Information Society and Telecommunications, Chairperson of the Board of Directors of the daily newspaper Pobjeda, spokesperson of the Montenegrin Olympic Committee, member of the Governing Body of the University of Montenegro, professor at the Grammar School, Editor-in-Chief of the Institute for textbook publishing and teaching aids, etc.

He is a member of the Executive Committee of the Democratic Party of Socialists of Montenegro.

He is a Chairperson of the Committee on Education, Science, Culture and Sports.
