Secretary General of the Parliament of the Republic of Albania with associates visits the Parliament of Montenegro

During the official visit of the Albanian Parliament Secretary General to Montenegro, organised by the OSCE Mission, the most important issues on the work of parliamentary services were discussed

Secretary General of the Parliament of Montenegro Mr Aleksandar Jovićević with his associates today has met Secretary General of the Parliament of the Republic of Albania Mr Genc Gjoncaj and his associates.

Secretary General Jovićević expressed pleasure with the visit by representatives of the Service from the Parliament of the Republic of Albania, reminding that meetings of the regional services were an opportunity for exchanging information and experiences aimed at continuous strengthening and improving of parliamentary administration efficiency.  Stressing that a special attention has been devoted to improving the service capacities dealing with legislative solutions and harmonising the legislation with the EU acquis, Mr Jovićević referred to specific approach and role of the Service of the Parliament of Montenegro in accession negotiations with the EU.  In this context, he said that acquired knowledge and information were precious in providing professional help to parliamentarians in performing their legislative and oversight role.

Stating that there are significant similarities in functioning of services of Montenegrin and Albanian parliament, the Secretary General of the Parliament of the Republic of Albania assessed as effective the specific solutions applied in the Service of the Parliament. With an invitation for the return visit, Mr Gjoncaj said that cooperation of the two services should be raised at higher level, particularly with regard to exchange of experience relating to technical and organisation aspects.

During the continuation of the visit, in separate meetings issues regarding the legislative process and oversight role of the Montenegrin Parliament were discussed, with an emphasis on budgetary autonomy of the Parliament, as well as organisational issues and management of human resources.  A special attention was devoted to the work Parliamentary Institute of the Parliament, where experiences of Research and Education centres, and guests from the Albanian Parliament had an opportunity to visit Democracy Workshops “Barbara Prammer”.
