Today’s meeting of President of the Parliament of Montenegro Mr Ivan Brajović and President of the Congress of Local and Regional Authorities of the Council of Europe Ms Gudrun Mosler-Törnström has noted that the efficient functioning of the local self-government presents the basis of a good governance system in each country, while the inter-state co-operation at the local level encourages the strengthening of democratic values.
Speaking of decentralisation, President Brajović stressed the importance of an adequate balance between central and local authorities, and partnership relations with municipalities in creating legislative pre-conditions for their strengthening, since in this way we receive rich and successful local governments, regions, states and satisfied citizens as well.
Ms Törnström said that the Congress of Local and Regional Authorities of the Council of Europe welcomed the reform efforts of Montenegro and the progress made, and expressed the readiness of the Congress to share its experience with our country and provide support on the EU path.
The interlocutors exchanged views on the territorial organisation of Montenegro, and the functioning of public administration and local self-governments.
The meeting was also attended by MP Mr Predrag Sekulić, Head of the Parliament of Montenegro’s to the Parliamentary Assembly of the Council of Europe and Mr Andreas Kiefer, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe.
