It is noted in the congratulatory message, among other things, that  owing to the geographic proximity, common heritage, and strong ties which the two countries had built throughout history, Montenegro and Italy managed to achieve excellent interstate relations and meaningful cooperation.  

The President of the Parliament of Montenegro also expressed gratitude for strong support of the Republic of Italy to Montenegro’s membership in NATO and the European Union, as well as conviction that representatives of the parliaments, as directly elected representatives of the people, had an additional obligation to contribute, via parliamentary cooperation, to the exchange of ideas and launching of useful initiatives in the best interest of citizens.
