At today's 36th meeting of the Administrative Committee of the Parliament of Montenegro, within the continuation of the procedure for election of members of the Management Board of the Fund for Protection and Exercise of Minority Rights, initiated on 3 November 2017, it was noted that the Committee did not receive valid proposals by all authorised proposers for the election of members of the Management Board of the Fund, therefore the conditions for determining the proposal for a decision have not been met. In that regard, the Parliament noted that: the Parliament of Montenegro proposed a candidate for one of the three representatives; the Higher Education Council did not propose a candidate; the Serb National Council withdrew candidacy of Mr Đorđe Brujić and submitted a candidacy of Mr Momcilo Vuksanović, who was a member of the Management Board of the Fund in the previous two mandates, and pursuant to Article 36b of the Law on Minority Rights and Freedoms, he cannot be re-elected as a member of the Board of the Fund; the Bosniak Council proposed Mr Šukrija Cikotić, who was also a member of the Board of the Fund in the previous two mandates, and according to the Law, he cannot be re-elected as a member of the Board of the Fund. The Ministry of Human and Minority Rights proposed candidates who are employees of the Ministry, and who according to the Agency for Prevention of Corruption, cannot be members of the Board of the Fund, since the Ministry monitors the implementation of the Law on Minority Rights and Freedoms. In accordance with the above, the Committee decided to re-send the urgent appeals to all authorised proposers who did not submit valid candidatures for the Management Board, as well as the official letter to the Collegium of the President of the Parliament of Montenegro, pursuant to Article 26, paragraph 1, item 1 of the Rules of Procedure of the Parliament of Montenegro, for the purpose of informing them on the state and procedure with regard to the election of members of the Management Board of the Fund.
The Committee considered and unanimously adopted the 2017 Performance Report of the Committee, assessing it as comprehensive and good.
The Committee also unanimously approved the 2018 Work Plan of the Committee, starting from the responsibility of the Administrative Committee established by the Rules of Procedure of the Parliament of Montenegro and the 2018 Work Program of the Government of Montenegro.
Members of the Committee assessed that conditions were not met for imposing fine against MP Knezević, who was reprimanded in accordance with Article 107 of the Rules of Procedure of the Parliament of Montenegro, bearing in mind that the relevant authorisation of the phonographic record from the sittings of the Parliament of Montenegro was not delivered together with the notice. In this regard, the Committee decided to send a request to the Secretary General of the Parliament of Montenegro for submission thereof.
Upon the request of MP Milutin Đukanović of 21 February 2018, the Committee decided to request a copy of the official paper from his personal file folder, in order to reach solution based on the insight into it.
