At the Twelfth Meeting of the Administrative Committee of the Parliament of Montenegro of the 26th Convocation that was held today, the Request of the Basic Public Prosecutor’s Office in Podgorica on giving approval that criminal proceedings can be initiated against Mr Milan Knežević, Mr Milutin Đukanović, Ms Marina Jočić and Mr Branko Radulović was considered.
According to the Basic Public Prosecutor's Office in Podgorica, "the evidence gathered in the investigation gives rise to a reasonable doubt that Mr Milan Knežević, Mr Milutin Đukanović, Ms Marina Jočić and Mr Branko Radulović committed the criminal offense - Violent Conduct under Article 399 of the Criminal Code of Montenegro, to the detriment of four MPs, by acting together, as a group, and grossly insulted and insolently and inconsiderately behaved towards MPs who had previously made a decision to abolish the immunity of two MPs, and thus disrupted public order and peace, jeopardised tranquility and caused the aggravation of the injured and the citizens who were present in the Hall of the Parliament."
Pursuant to the Article 55 paragraph 2 of the Rules of Procedure of the Parliament of Montenegro, members of the Democratic Front: Mr Andrija Mandić, Mr Nebojša Medojević, Ms Branka Bošnjak, Mr Janko Vučinić, Mr Strahinja Bulajić and Mr Predrag Bulatović, took part in the work of the Committee, with no right to make decisions.
The Committee meeting was adjourned when Mr Janko Vučinić, member of the Democratic Front, stood up and grossly offended Mr Luigj Shkrela, the Chairperson of the Committee. The meeting was continued after 15 minutes.
The Committee decided, after the discussion, to propose to the Parliament of Montenegro to give approval that criminal proceedings could be initiated against Mr Milan Knežević, Mr Milutin Đukanović, Ms Marina Jočić and Mr Branko Radulović, members of the Parliament of Montenegro, following the Request of the Basic Public Prosecutor’s Office in Podgorica, No 230/17 of 21 July 2017, for the criminal offense - Violent Conduct under Article 399 of the Criminal Code of Montenegro.
The Administrative Committee will, pursuant to the Article 69 of the Rules of Procedure of the Parliament, submit the Report with a proposal to the Parliament of Montenegro.
