Security and Defence Committee holds its 29th Meeting

The Committee held a consultative hearing on border control and information sharing in the context of preventing and combating terrorism and violent extremism with special reference to the advanced passenger information system (APIS), passenger name records and collection of biometric data

Stressing the importance of parliamentary contribution to international border control and information sharing in the context of preventing and combating terrorism and other forms of violent behaviour, after the conducted discussion, the Committee unanimously adopted the following conclusions:

  1. The Committee supports continuous strengthening of good regional and international cooperation aimed towards legislative activities and operational measures which would be taken for the purpose of establishing advanced passenger information system, developing the ability to collect, process and analyse the names of passengers, as well as implementing system for collecting biometric data with full respect for human rights and fundamental freedoms, with the goal of preventing, detecting and investigating terrorist acts;
  2. Bearing in mind that adequate financial resources are needed for the implementation of the above activities, the Committee expresses its readiness to pay special attention to this issue at the time of consideration of the Draft Budget Law of Montenegro for 2019;
  3. In line with Article 15 paragraph 2 item 2 of the Law on Parliamentary Oversight of Security and Defence Sector, the Committee will, for the purpose of comprehensive consideration of the said issue, visit the border crossings with Bosnia & Herzegovina (Ilino Brdo) and Croatia(Debeli brijeg) on Tuesday 6 November 2018.
