Security and Defence Committee holds its Sixth Meeting

Three reports considered

At its Sixth Meeting, the Security and Defence Committee has considered the 2016 Performance Report of the Ministry of Defence and 2016 Status Report on the Army of Montenegro. The meeting was attended by the Minister of Defence and Mayor of General Staff of the Army of Montenegro.

Following the consolidated discussion, the Committee unanimously decided to accept respective reports with the following conclusions:

  1. The Committee welcomes the creation of the first Long-Term Defence Development Plan for the period 2016-2025 in accordance with the NATO Defence Planning Process;
  2. The Committee notes that the Army of Montenegro has reached a high level of operational capabilities and interoperability in the reporting period, considering that the process of accession to NATO and the declaration of forces to be engaged in international operations in the future are the reflection of the significant effort that the Army invested during 2016. With regard to that, we are expressing full support to achieved results and progress of the defence system, which is a good basis for completing reforms and achieving standards in order to take over obligations related to full NATO membership.
  3. The Committee expresses full support to the activities implemented for the purpose of finding solutions for the location of adequate polygons to perform firing artillery systems and infantry weapons of larger calibres, in order to overcome the perennial problem;
  4. The Committee supports the activities aimed at procurement of helicopters for the Army of Montenegro and the purchase of modern radars for air surveillance.

At the Sixth Meeting, the 2016 Report on participation of members of the Army of Montenegro in international forces, peacekeeping missions and other activities abroad was considered. On the basis of the submitted document and implemented comprehensive discussion, the respective report was unanimously accepted with following conclusions:

  1. Participation of members of the Army of Montenegro in international forces, peacekeeping missions and other activities abroad significantly contributes to Euro-Atlantic integration of Montenegro and its international reputation;
  2. The Committee notes that participation of members of the Army of Montenegro in international forces during 2016 was carried out in line with plans of the Ministry of Defence and Army of Montenegro. This success was contributed by realistic financial framework;
  3. The Committee thinks that Montenegrin soldiers, by their participation in international missions, give a significant contribution to international peace and represent an equal partner at the global level. Joint participation of members of the Army of Montenegro and armed forces of the regional countries in missions “Resolute Support” and “ATALANTA” should be particularly emphasised, because they represent a significant contribution to the regional stability and improving bilateral cooperation in the region.
