At its 108th Meeting held today, the Committee adopted its 2019 Performance Report and noted that in 2019 the activities of the Committee on Economy, Finance and Budget within its legislative, oversight and representative function were reflected in the following:
- The Committee held 41 meetings, lasting for 42 hours and 15 minutes in total, within which it considered 128 items of agenda, including 41 proposals for laws, 44 other acts (reports, financial plans, decisions, conclusions, etc.) and 116 amendments submitted to proposal for laws in 2019; and, in accordance with Article 67 of the Rules of Procedure of the Parliament, there have been 185 recorded instances of participation in the Committee meetings.
- The Committee held one control and five consultative hearings, considered the implementation of a parliamentary conclusion supporting the recommendations by the State Audit Institution, and defined proposals for a total of 13 conclusions, which were then forwarded to the Parliament for adoption.
- In line with legislative provisions, parliamentary conclusions or as an the supplement requested within the consideration of the acts, the Committee also reviewed information papers and opinions submitted by the Ministry of Finance, Ministry of Economy, State Audit Institution and Central Bank of Montenegro, and learned about numerous suggestions, comments and initiatives of the civil sector on the need for considering a specific issue or proposing amendments to laws.
- In the reporting period, the Committee continued international cooperation mostly through: parliamentary conferences in line with its obligations stemming from Montenegro’s accession process to the EU, its cooperation with the Energy Community Secretariat, forums organised by the German Association for International Cooperation (GIZ) within Open Regional Fund for South-East Europe – Energy Efficiency, etc.
Furthermore, starting from the acts that are in the parliamentary procedure, the 2020 Work Program of the Government of Montenegro and the obligations arising from the systemic laws and other acts, the Committee established its 2020 Work Plan. Since it was drafted in March, it was agreed to add to it proposals for laws and initiatives that have been submitted/considered by the Committee in the period from March until today.
Bearing in mind that the Committee's work plan is a framework plan, and that its implementation also depends on the deadlines for submitting acts to the working body, as well as the current situation caused by the COVID-19 pandemic and the measures of the Government of Montenegro applied to prevent its spread, the Committee noted that it would adjust accordingly the planned work dynamics in the current year.
Following the end of the 108th meeting, the 112th meeting was held, where the Committee considered the amendment submitted by MPs Mr Raško Konjević, Ms Draginja Vuksanović Stanković, Mr Ranko Krivokapić, and Mr Džavid Šabović to the Proposal for the Law on Emergency Measures to Support the Citizens of Montenegro as a result of the Communicable Disease COVID-19 Epidemic. Following the vote, the amendment (23-3/20-3/4), which was not accepted by the representative of the proposer of the law, was also not supported by the necessary majority in the Committee.
Due to the absence of the proposer of the amendment, the Committee did not consider the amendment (23-3/20-3/5) submitted by MP Mr Aleksandar Damjanović to the Proposal for the Law on Emergency Measures to Support the Citizens of Montenegro as a result of the Communicable Disease COVID-19 Epidemic.
