Committee on Human Rights and Freedoms holds its 57th meeting

2020 Activity Plan of the Committee adopted

At the 57th meeting that was held today, the Committee on Human Rights and Freedoms considered and unanimously adopted the 2020 Activity Plan of the Committee.

The Chairperson of the Committee, Mr Halil Duković, reminded that this meeting had been scheduled for 17 March 2020, but was postponed in accordance with the Order of the Ministry of Health (National Coordination Body) due to preventing the spread of the new coronavirus (COVID-19). It was also planned for the meeting to be held in the extended composition, with the participation of representatives of competent state authorities, international organisations based in Montenegro and non-governmental organisations, but in order to respect the measures related to preventing the spread of coronavirus, primarily that of physical distance, today's meeting was attended only by Committee members.

Due to objective circumstances and respect for the measures undertaken in the fight against the coronavirus pandemic, the adoption of the Activity Plan was delayed this year, but the Committee will try to implement as many activities as possible in the upcoming period.

The 2020 Activity Plan of the Committee has been drafted on the basis of: the 2020 Work Programme of the Government of Montenegro, the activities of the Parliament of Montenegro and a number of unimplemented activities contained in the 2019 Activity Plan of the Committee.

Within the item of Current Issues, the Committee got informed about two conclusions by the Council for Civilian Control of Police Operations of February 2020 regarding the recording of a police officer while exercising police powers and recording of the traffic flow from a motor vehicle, as well as regarding the address delivered by a citizen who complained about the treatment by police officers working at the Police Security Centre in Nikšić, who claimed that he was under pressure due to his participation in church processions organised by the Metropolitanate of Montenegro and the Littoral.
