On 6 April 2017, the Chairperson and members of the Committee on Human Rights and Freedoms will meet with the European Commission’s human rights expert Ms Ivana Roagna, in the Parliament of Montenegro.

Expert Ms Ivana Roagna will stay in Montenegro from 3 to 7 April 2017, within the visit of Human Rights Expert Mission, representing continuation of the mission implemented in the previous year in the Ministry of Human and Minority Rights. During the last year’s visit, Chairperson of the Committee on Human Rights and Freedoms Mr Halil Duković held two meetings with expert Roagna, where they discussed the consideration of the performance report and the manner of distribution of funds of the Fund for Protection and Exercising of Minority Rights and cooperation between the Committee and the Ministry of Human and Minority Rights.

During this year’s mission, the expert will deal with professional assessment of capacities of the Ministry of Human and Minority Rights, as well as monitoring of the last year’s recommendations and checking the degree of their implementation by the Ministry’s administration. The assessment should provide further guidelines for improvement of quality of work and identify deficiencies that needed to be eliminated. The expert’s recommendations will be included in the future programmes of financial and technical assistance to Montenegro by the European Union, via IPA.

In addition to the meeting with the Committee on Human Rights and Freedoms, several meetings were planned with representatives of the Ministry of Human and Minority Rights, national minority councils, Fund for Protection and Exercising of Minority Rights, Centre for Preservation and Development of Culture of Minorities, as well as with representatives of the Ministry of Labour and Social Welfare, Ministry of Education, and Ministry of Sustainable Development and Tourism.

On the last day of the expert mission’s visit, a final meeting of expert Roagna will be organised with representatives of all institutions participating in meetings during the mission.

The meeting of Chairperson and members of the Committee on Human Rights and Freedoms with EC’s human rights expert will take place in the Blue Room of the Parliament, at 15:45h.
