Report on post legislative scrutiny of selected articles of the Law on Amendments to the Law on Gender Equality was drafted with the support and initiative of the Gender Equality Committee of the Parliament of Montenegro and the Westminster Foundation for Democracy (WFD).
WFD implements regional parliamentary programme aimed at strengthening cooperation among Western Balkans parliaments, by establishing a regional network of working bodies for human rights and gender equality. The programme is implemented in the period from April 2019 to November 2021, with the support of the Ministry of Foreign Affairs of the Kingdom of Norway.
On 8 October, the Human Rights and Gender Equality Network of Committees in the Western Balkan (HUGEN) was officially founded during the regional parliamentary conference held in Cetinje.
HUGEN gathers working bodies for human rights and gender equality from eight Western Balkans parliaments. One of the first HUGEN activities was the support to parliaments in piloting the post legislative scrutiny process.
In November 2019, a three-day training was organised on post legislative scrutiny for MPs and professional staff of HUGEN participating parliaments. The result of this process was the selection of the law that would be subject to analysis and of the drafting of the report on post legislative scrutiny which included participative and open consultation process with various actors that contributed to the quality of the report itself.
The Gender Equality Committee has decided to use this project to do a post legislative scrutiny of selected articles of the Law on Amendments to the Law on Gender Equality. For the needs of this research, the WFD hired independent expert Olgica Lola Milojević.
