At its 32nd Meeting, the Committee on Health, Labour and Social Welfare, pursuant to Article 73 of the Rules of Procedure of the Parliament of Montenegro, held a consultative hearing of Minister of Labour and Social Welfare Mr Kemal Purišić with regard to the Draft Law on Amendments to the Pension and Disability Insurance Law.
Aside from members of the Committee and Minister of Labour and Social Welfare Mr Kemal Purišić, the meeting was attended by the following: Mr Duško Zarubica, President of the Union of Trade Unions of Montenegro, Mr Aleksa Marojević , member of the Administrative Board of the Union of Free Trade Unions of Montenegro, Ms Svetlana Vuksanović, President of the Union of Employers of Montenegro, Mr Dušan Perović, Director of the Pension and Disability Insurance Fund, Ms Nina Vujošević, State Secretary of the Ministry of Finance, Ms Vesna Simović-Zvicer, from the Faculty of Law of the University of Montenegro, Mr Jovo Pajović, Director General of the Directorate for Pension and Disability Insurance, Veteran and Disability Protection, Mr Milisav Korać Director Executive of the Federation of Associations of Parents of Children and Youth with Developmental Disabilities "Our Initiative”, and Mr Nikola Dedivanović, MP.
In his opening remarks, Chairperson of the Committee Mr Suad Numanović referenced the key provisions of the Draft Law on Amendments to the Pension and Disability Insurance Law, highlighting the significance of social dialogue continuously lead among social partners on a tripartite basis, and made after the public discussion on the Draft Law on Amendments to the Pension and Disability Insurance Law.
Minister of Labour and Social Welfare Mr Kemal Purišić said, among other things, that the 2018 Work Programme of the Government of Montenegro prescribed drafting of the Proposal for the Law on Amendments to the Pension and Disability Insurance Law (during the fourth quarter), as well as that this Law, for the purpose of sustainability of the pension system and greater justice, would revise conditions for early retirement. He also noted that this Law should influence on preventing the early departure of the labour market and early retirement. The Minister also explained in details the essence of the Draft Law on Amendments to the Pension and Disability Insurance Law, supporting the continuation of the social dialogue through the Social Council.
Representatives of the following took active part in the debate: trade union organisations, Union of Employers of Montenegro, Ministry of Finance, Pension and Disability Insurance Fund of Montenegro, Federation of Associations of Parents of Children and Youth with Developmental Disabilities "Our Initiative” as well as Ms Vesna Simović-Zvicer, presenting their interests and suggestions with regard to the said topic. Also, during the discussion, they supported the continuation of social dialogue and solutions that would eventually arise through social dialogue.
By taking part in the debate, members of the Committee and MP Nikola Divanović addressed certain questions to the representatives of subjects who had participated in making the Draft Law on Amendments to the Pension and Disability Insurance Law, simultaneously supporting the continuation of a social dialogue.
In conclusion, Chairperson of the Committee Mr Suad Numanović underlined that the Committee supported the announced continuation of the social dialogue on a tripartite basis. He also noted that proposals for conclusions from the meeting of the Committee would be subsequently formulated and adopted at its first next meeting.
