The introductory remarks were delivered by H.E. Ms Alison Kemp, British Ambassador to Montenegro, Mr Siniša Bjeković, Deputy Ombudsman, Ms Marta Šćepanović, member of the Committee on Further Reform of Electoral and Other Legislation, Ms Blanka Radošević-Marović, Director General of the Directorate for Promotion and Protection of Human Rights and Freedoms, and Mr Milenko Vojičić, President of the Association of Youth with Disabilities of Montenegro Assembly (AYDM).
Within the project, the AYDM drafted analysis of alignment of the law with the recommendations of the UN Committee on the Rights of Persons with Disabilities and the ODIHR. Ms Marina Vujačić, activist for rights of persons with disabilities, presented the analysis at the round table.
In his intervention, Mr Numanović said that the work of working group for electoral legislation should be in line with analysis achieved by the Law on Prohibition of Discrimination against Persons with Disabilities. In this way, all good sides of the said legislation would be applied. Mr Numanović stressed that, in terms of assessment of business capacity, in addition to a good legislative framework, emphasis should be placed on the efficient application of all laws concerning this area. He opined that a contribution should be given by both - those who have responsibility to implement the law and all citizens. He underlined that it was necessary to revise the adopted decision on business capacity, in order to remove shortcomings in the practice.
- Physical barriers, faced by persons with disabilities, can be removed by applying the law and meeting deadlines prescribed by laws, Mr Numanović concluded.
