The Committee meeting was attended by representatives of the proposer Mr Kemal Purišić, Minister of Labour and Social Welfare, Mr Zoran Ratković, Director General of the Directorate for Labour at the Ministry of Labour and Social Welfare and Ms Marina Vučićević, Head of the Directorate for Labour at the Ministry of Labour and Social Welfare.
In line with Article 65 paragraph 2 of the Rules of Procedure of the Parliament of Montenegro, the Committee meeting was attended by Mr Andrija Popović, MP.
Within the first item on the agenda, Minister of Labour and Social Welfare Mr Kemal Purišić expressed the need to correct several provisions of the Labour Law. The Committee considered the reasons given by Minister Purišić and unanimously agreed that it was necessary to make the proposed correction. In this regard, pursuant to Article 148 (2) of the Rules of Procedure of the Parliament of Montenegro, the Committee tabled five amendments.
Representative of the proposer - Minister of Labour and Social Welfare Mr Purišić accepted five amendments submitted by Committee on Health, Labour and Social Welfare, which, in line with Article 150 paragraph 3 of the parliamentary Rules of Procedure, became an integral part of the Proposal for the Law and the Parliament shall not decide thereof separately.
Within second item of the agenda, the Committee on Health, Labour and Social Welfare has considered amendments to the Proposal for the Labour Law:
- amendment submitted by Ms Nada Drobnjak and Mr Zvonko Vuković, MPs (EPA 881 Classification No. 19-1/19-3/11 of 20 December 2019);
- - amendments (34) submitted by Ms Anka Vukićević, MP (Classification No.19-1/19-3/12 EPA 881 of 20 December 2019);
- - amendment submitted by Ms Draginja Vuksanović, MP (Classification No.19-1/19-3/13 EPA 881 of 20 December 2019);
- - amendments (3) submitted by Mr Raško Konjević, Ms Draginja Vuksanović, Mr Ranko Krivokapić and Mr Džavid Šabović, MPs (Classification No. 19-1/19-3/14 EPA 881 of 20 December 2019);
The Committee considered the amendment by Ms Nada Drobnjak and Mr Zvonko Vuković, MPs, and representative of the proposer - Minister of Labour and Social Welfare Mr Kemal Purišić approved these, therefore, pursuant to Article 150 paragraph 3 of the Rules of Procedure of the Parliament of Montenegro, it became an integral part of the Proposal for the Labour Law, and the Parliament shall not decide thereof separately.
The Committee considered amendments (34) by Mr Anka Vukićević, MP. Also, representative of the proposer - Minister of Labour and Social Welfare Mr Purišić accepted amendments (33) submitted by Ms Anka Vukićević, MP, and, in line with Article 150 paragraph 3 of the parliamentary Rules of Procedure, it became an integral part of the Proposal for the Law and the Parliament shall not decide thereof separately. Ms Vukićević withdrew amendment 16 because it was identical to the content of the Committee amendment, which, pursuant to Article 150 paragraph 3 of the Rules of Procedure of the Parliament of Montenegro, became an integral part of the Proposal for the Labour Law. Ms Vukićević also withdrew amendments 15 and 27. The Committee did not support the remaining amendments by Ms Vukićević.
Ms Draginja Vuksanović, MP, withdrew the amendment (Classification number 19-1/19-3/13 EPA 881 of 20 December 2019) because it was identical to the content of the Committee's amendment, which was accepted by the representative of the proposer Mr Kemal Purišić and which became an integral part of the Proposal for the Labour Law.
The Committee did not support amendments (3) submitted by Mr Raško Konjević, Ms Draginja Vuksanović, Mr Ranko Krivokapić and Mr Džavid Šabović, MPs (Classification No. 19-1/19-3/14 EPA 881 of 20 December 2019);
Pursuant to Article 67 (1) of the Rules of Procedure of the Parliament of Montenegro, the Committee did not consider the amendment submitted by Mr Neđeljko Rudović, MP (Classification No.19-1/19-3/9 EPA 881 of 20 December 2019).
