During the visit, a meeting was held with the Home's Director Zoran Vukićević and his associates, and the meeting was attended by Minister of Labour and Social Welfare Mr Kemal Purišić, with his associates.
Director Vukićević informed the attendees on the data on the work of this institution in all segments significant for its operation, and especially on the data regarding the health protection of users of the Senior Home. He said that this Home had existed since 1947, first based in Perast, and then since 1969 in Risan. He said that there were 300 users in the Home, out of which 100 were immobile, while a majority of users had three or more illnesses. A great problem of this institution, according to him, is the lack of adequate personnel.
Chairperson of the Committee Mr Suad Numanović said that the need for caring for the elderly was more and more pronounced. He believes that the existence of one such institution, equipped in line with the European standards, is very significant. Furthermore, he believes that the problem of the elderly must be resolved through raising awareness of people, and therefore it is very significant to implement campaigns in order to achieve certain results.
- The problem of health protection is evident and it must be resolved, points out Mr Numanović. Furthermore, Mr Numanović noted that the goal of this visit, among other things, was to send a message on the significance of out-of-institution protection which must be strengthened and which should be recognised as a priority at the level of local self-governments. In that manner, according to him, through the launching of the out-of-institution services, greater and better protection of the elderly would be enabled. Furthermore, he adds that the tendency is to have the institutions as little involved as possible, and that the elderly stay in a domestic environment - akin to the familial - as much as possible.
MP Mr Halil Duković said that this visit was implemented with the intention to consider the state of affairs and the possibility of assistance in resolving the problems that this institution faced in its work. He believes that, in order to start with the systemic resolution of all of their problems, the manner of operation of these kinds of institutions should be understood.
Minister of Labour and Social Welfare Mr Kemal Purišić said that it was significant that the members of the Committee on Health, Labour and Social Welfare were informed on the problem of operation of the Senior Home in part relating to the health protection of its users and at the same time provided support for resolving them. He also pointed out that, in the Ministry of Labour and Social Welfare, with regard to the lack of personnel in the Senior Home, they would try to resolve the problem of employment as well as housing problems of employees of this institution.
Director General of Directorate for Social Welfare and Child Protection at the Ministry of Labour and Social Welfare Mr Goran Kuševija said that there was a number of legally incapacitated persons in this institution. He also pointed out that a strategic document was being drafted which, among other things, would contribute to development of out-of-institution services. According to him, there is a desire in the Ministry of Labour and Social Welfare to resolve the problem of the health protection of users of this institution and similar ones through the legislative framework.
Following the end of the meeting, the Committee members visited the rooms which accommodate the users of the PI Senior Home “Grabovac” in Risan.
