Meeting of the Working Group for the Implementation of the OSCE/ODIHR Recommendations with the ODIHR expert held

The draft laws prepared by the Working Group for the Implementation of the OSCE/ODIHR Recommendations are a genuine attempt to address OSCE/ODIHR recommendations, and, if enacted, the draft laws would represent an improvement over current legislation - this was noted at today’s meeting of the Working Group for the Implementation of the OSCE/ODIHR Recommendations with ODIHR External Expert and Deputy Head for the 2016 ODIHR Election Observation Mission in Montenegro Mr Don Bisson and Head of the OSCE Mission in Montenegro Ms Maryse Daviet.

At the beginning of the meeting, Chairperson of the Working Group Ms Marta Šćešanović thanked the ODIHR representative for the expert help and efficient work as well as for delivering comments in such a short notice.

During the constructive talk, the interlocutors considered all comments by the ODIHR to the draft laws, as well as the manner in which they might contribute to positive changes of election conditions and to addressing recommendations.

They also assessed, during the meeting, that it was particularly important that these laws were a result of consultative process which included representatives of political parties, responsible institutions and interested public, with the aim of building broad consensus on possible changes.

In the following days, the Working Group will hold another round of consultations with election stakeholders, afterwards it will send proposals for the laws to the Parliament.
