Legislative Committee holds its 39th Meeting

At today’s 39th Meeting, the Legislative Committee has considered and voted in favour of the following proposals for laws: Proposal for the 2018 Budget Law of Montenegro; Proposal for the Law on Amendments to the 2017 Budget Law of Montenegro; Proposal for the Law on the Capital Market; Proposal for the Law on Amendment to the Law on Local Self-Government Financing; Proposal for the Law on Amendments to the Law on Executing a Decision of the Constitutional Court of Montenegro U-I No 6/16 of 19 April 2017 (Official Gazette of MNE No 31/17); and Proposal for the Law on Amendments to the Law on Treatment of Juveniles in Criminal Proceedings.

The Committee has also considered a Request to initiate the procedure for the review of the constitutionality and legality of a provision of Article 152b of the Law on Civil Procedure (Official Gazette of the Republic of Montenegro No 22/04 and 76/06 and Official Gazette of Montenegro No 48/15 and 51/17); as well as the Motion for initiating the procedure for the review of the constitutionality of provision from Art. 48a para. 1 of the Law on Public Sector Salaries (Official Gazette of the Republic of Montenegro No 16/16, 83/16, 21/17 and 42/17) (after the extension of the agenda).

In line with Art. 67 para. 1 of the parliamentary Rules of Procedure, the Committee did not consider the Proposal for the Law on foreign trade of goods and services which could be used for capital punishment, torture and other cruel, inhuman or degrading treatment or punishment; and Proposal for the Law on Ratification of the Additional Protocol 4 to the Agreement on Amendment of and Accession to the Central European Free Trade Agreement and the Additional Protocol 5 to the Agreement on Amendment of and Accession to the Central European Free Trade Agreement;

Furthermore, the Committee stated a debate on the Proposal for the Law on the Chamber of Economy of Montenegro, but, for further consultations, the debate and voting on this law have been postponed for the next meeting.
