On the fifth day of the Twelfth Sitting of the First Ordinary (Spring) Session in 2018, MPs adopted the following: Proposal for the Law on Amendment and Supplements to the Law on Budget and Fiscal Responsibility, Proposal for the Law on Amendments to the 2018 Budget Law of Montenegro, Proposal for the Law on Amendments to the Excise Law, Proposal for the Law on International Restrictive Measures, Proposal for the Law on Recognition of Professional Qualifications for Pursuing Regulated Professions, Proposal for the Law on Amendments to the Law on Executing a Decision of the Constitutional Court of Montenegro U-I No 6/16 of 19 April 2017 (Official Gazette of Montenegro 31/17), Proposal for the Law on Amendments to the Law on Postal Services, Proposal for the Law on Amendments to the Law on Integrated Prevention and Control of Pollution of the Environment, Proposal for the Law on Amendments to the Law on Higher Education, Proposal for the Law on Amendments to the Law on Youth, Proposal for the Decision on adopting the Special Purpose Spatial Plan for the Coastal Region and the Proposal for the Decision on adopting the Special Purpose Spatial Plan for the National Park "Prokletije".
The Parliament has determined the Opinion with the proposal for a reply to the Constitutional Court of Montenegro with regard to the initiative for constitutional review of provisions of Article 9 (1) and (2) of the Law on the Chamber of Economy of Montenegro (Official Gazette of Montenegro 1/18), the Opinion with the proposal for a reply to the Constitutional Court of Montenegro with regard to the initiative for constitutional review of provisions of Article 236 (7), (8) and (9) of the Law on Misdemeanours (Official Gazette of Montenegro 1/11, 39/11, 32/14, 3/17 and 51/17), the Opinion with the proposal for a reply to the Constitutional Court of Montenegro with regard to the initiative for constitutional review of provisions of Article 231 (1) of the Criminal Procedure Code (Official Gazette of Montenegro 57/09, 49/10, 47/14, 2/15, 35/15 and 58/15), the Opinion with the proposal for a reply to the Constitutional Court of Montenegro with regard to the initiative for constitutional review of provisions of Article 37 (1) item 5, Article 38 (1) item 2, Aricle 40 (5), Article 47 (1) items 7 and 11, Article 49 (3) and (7), Article 52 (2), Article 58 (4) item 5, Article 59 item 4, Article 94 item 2 indent 1, Articles 107 and 116, Article 117 (3), Article 145 item 11 and Article 203 (2) of the Law on the Army of Montenegro (Official Gazette of Montenegro 51/17) and the Opinion with the proposal for a reply to the Constitutional Court of Montenegro with regard to the initiative for constitutional review of provisions of Article 99 and 100 of the Law on Foreigners (Official Gazette of Montenegro 12/18).
Within the item of Elections and appointments, the Parliament appointed Mr Veselin Veljović as the Director of the Police Administration. Also, the following four members of the Council of the Central Bank of Montenegro have been appointed: Mr Milorad Jovović, Mr Ruždija Tuzović, Mr Nikola Milović and Ms Zorica Kalezić.
The following have been elected the members of the Management Board of the Fund for Protection and Exercising of Minority Rights: Mr Ervin Duraković, Ms Arta Hoxha, Mr Mersad Latić, Ms Syle Rugova, Mr Senad Gačević, Mr Zvonimir Deković, Ms Ana Popović, Mr Đorđe Brujić, Mr Sabrija Vulić, Mr Admir Adrović, Mr Bujar Hasangjekaj and Mr Igor Vučinić, while Ms Tamara Pešić has been elected the member of the Management Board of the Fund for Protection and Exercising of Minority Rights from among the independent experts dealing with human and minority rights.
