Members of the Parliament of Montenegro: Mr Željko Aprcović, Chairperson of the Committee on Political System, Judiciary and Administration, Mr Adrijan Vuksanović, Chairperson of the Committee on European Integration, Ms Marija Ćatović, member of the Committee on Political System, Judiciary and Administration, Mr Mihailo Anđušić, member of the Committee on European Integration and Ms Jovanka Laličić, member of the Committee on Economy, Finance and Budget today have participated in inter-parliamentary conference on the topic: “Independent and Modern Public Administration in the EU and in Enlargement Countries”, held in Danilovgrad, within the 2017 Support Programme for the Parliaments of the Enlargement countries.
Co-Chair of the Conference MP Mr Željko Aprcović stressed that public administration reform and its functional management were among major challenges in the process of European integration.
MPs participated in the debate on public administration reform as one of the basics of enlargement policy, as well as in debates on the de-politisation and professionalization of public administration through merit-based and performance-based procedures. They also spoke about accountability and audit in public administration, strategy for combating corruption in the civil service in a non-selective way, and about twining: providing support to employees in parliaments and public administration of enlargement countries, the public administration tailored to suit citizens’ needs and the development of e-services in public administration.
The Conference was organised by the European Parliament in cooperation with the Parliament of Montenegro and Regional School of Public Administration (ReSPA).
The following took part in the conference: MEPs, representatives of the enlargement countries’ parliaments - i.e. parliamentary committees in charge of structural reforms and public administration, representatives of the European Union Delegation to Montenegro, the European Commission, and representatives of international organisations (OECD/SIGMA, Regional Anti-corruption Initiative) and non-governmental organisations - Transparency International.
The programme encompasses the Western Balkans countries and Turkey, with the aim of supporting democracy in these countries by strengthening parliamentary capacity and fostering parliamentary dialogue, in line with the European Parliament political objectives and the decisions of its political authorities. It also facilitates the EU enlargement process by helping these countries to comply with the EU accession criteria through increased parliamentary participation and oversight.
