Mr Brajović: The economic development of Montenegro must be achieved without the exhaustion of cumulative potentials

 

  • The economic development of Montenegro must be achieved without the exhaustion of cumulative potentials and without making damage to any part of society, respecting the highest standards of environmental protection, and harmonising them with long-term national social and economic interests - President of the Parliament of Montenegro Mr Ivan Brajović said in his opening speech at the High Level Segment which is being held within the Sixth Session of the Aarhus Convention and the PRTR Protocol in Bečići.

This event gathers high-level officials, including ministers, vice- ministers, state secretaries, other heads of delegations and special guests.

Among other things, the President of the Parliament said that activities in the negotiations under Chapter 27 on environmental issues have started in 2012. He reminded that this was one of the most demanding chapters, primarily due to its volume and complexity, as well as due to the dynamics of the change of legislation at the level of the European Union, which is very obvious precisely in this area.

  • Legislative, implementation and financial tasks are ahead of us in the field of environmental protection. While the harmonization of legislation is quite advanced, the implementation of regulations and the construction of the necessary ecological infrastructure is essential for the entire process.

Before the Session, the President of the Parliament met with the executive secretary of the UN Economic Commission for Europe (UNECE) Ms Olga Algayerova, speaking with her about the importance of holding this session in terms of raising awareness on the need of sustainable development. They also spoke about assistance that the UNECE provides to Montenegro and other states in building capacities for adopting and implementing the relevant laws arising from the Aarhus Convention and the PRTR Protocol. The interlocutors agreed that Montenegro has made significant steps in the field of environmental protection and sustainable development, bearing in mind that implementation of solutions in this field implies significant financial means. President Brajović stressed that the public increasingly sees the protection of environment as their need not obligation. He also emphasised excellent cooperation with the UN system to Montenegro - such as UNICEF and UNDP.
