The topic of the consultative hearing, organised in accordance with the Activity Plan of the Committee for 2018, was the "Situation in the prison and detention system of Montenegro"
In a constructive, dynamic and very interesting discussion that lasted for two hours, the ones subjected to the hearing, the members of the Committee, as well as invited representatives of institutions and NGOs, posed a number of interesting questions.
Chairperson of the Committee on Human Rights and Freedoms, Mr Halil Duković, stressed that during previous years the Committee paid special attention to respecting the rights of persons deprived of their liberty. He reminded of the situation in this area when Montenegro received recommendations of the CPT in 2008. Since then, the Committee has been continuously engaged in monitoring their implementation, consideration of numerous reports made by the Ombudsman of Montenegro, as well as monitoring of the situation in the institutions where persons deprived of their liberty reside, which was realised by visiting the Institution for Enforcement of Criminal Sanctions in Spuž, the Prison in Bijelo Polje and the Detention Unit of the Police Security Centre in Podgorica.
The participants of the meeting also agreed on the fact that significant and visible progress was made in the protection of the rights of persons deprived of their liberty, which was achieved thanks to the good cooperation between the Ministry of Justice, Ministry of Interior, Police Administration and the Institution for Enforcement of Criminal Sanctions with the Ombudsman of Montenegro and their commitment to meeting the recommendations of relevant international and domestic institutions, but also the non-governmental sector.
The conclusion of the meeting was that the Report with conclusions to be submitted to the Collegium of the President of the Parliament was to be drafted, for the sake of informing, to the competent authorities for implementation, as well as to all participants of the meeting, for the sake of informing.
