Members of the Committee on Human Rights and Freedoms and members of the Anti-corruption Committee will take part in the workshop “Ethics and Prevention of Conflict of Interest”, which will be held in Podgorica, on 8 March 2017.
The workshop is organised by the Council of Europe within the framework of the Horizontal Facility for the Western Balkans and Turkey - Action against Economic Crime in Montenegro, led by Council of Europe expert Mr Quentin Reed.
The workshop is a continuation of activities started by the meeting between Chairperson of the Committee on Human Rights and Freedoms Mr Halil Duković and Council of Europe expert Mr Quentin Reed, of 21 December 2016, whose aim was Mr Reed to gather information on the practical application of the regulatory framework for ethics and prevention of conflict of interest among MPs and define concreate recommendations for improvement. His assessment was supposed to be used for developing guidelines for MPs in order to contribute to the fulfilment of recommendations from the GRECO's Fourth Evaluation Round.
The workshop is aimed at discussing the prepared Draft Guidelines for MPs, intended to contribute to improving the implementation of provisions of the Law on Prevention of Corruption, related to prevention of conflict of interest and improving the implementation of the Code of Ethics for MPs.
After the presentation of the Draft Guidelines, the participants will discuss anti-corruption obligations under the Code of Ethics, as well as other obligations of MPs and behaviour principles. One of the topics will be - compliance with the Code of Ethics for MPs and Rules of Procedure of the Parliament of Montenegro.
The workshop will give an opportunity to the participants to share their personal experiences as well as practical examples, and to give proposals for the final version of the guidelines.
In addition to the workshop “Ethics and Prevention of Conflict of Interests” intended for parliamentarians, the Project also organises workshops on the same topic for prosecutors, judges and police officers.
