Chairperson of the Committee on Education, Science, Culture and Sports Mr Radule Novović has met today with Ms Katarina Bigović, advisor for international cooperation at the Union of the Blind of Montenegro.
The meeting was organised upon the request of the Union of the Blind of Montenegro, so that the Committee can learn thoroughly about deadlines of ratification and establishing the cooperation during the ratification process of the Marrakesh Agreement, aimed at greater accessibility of textbooks and other literature, not only to persons with impaired vision but to all the people having difficulties in reading the standard prints.
Representatives of the Union of the Blind of Montenegro pointed out that the ratification of the Marrakesh Agreement would facilitate the access to published works for persons who are blind, with impaired vision or for some other reason cannot read the printed text. In that respect she noted that, prior to the ratification of the Agreement, it would be necessary to amend the Law on Copyright and Similar Rights, in the sense of exempting persons with disabilities from the obligation to pay compensation in order to use copyrighted works without obtaining adequate copyrighted property rights.
The Chairperson informed his interlocutor about the responsibilities and operation of the Committee on Education, Science, Culture and Sports and announced cooperation with the Union of the Blind of Montenegro, in the sense of implementing joint projects, as well as organising events and round tables on topical issues, aimed at contributing to a stronger engagement of persons with disabilities in all areas of society.
