Day two of the jubilee 100th Rose-Roth Seminar of the NATO Parliamentary Assembly organised in the Belgian House of Representatives started with the welcome remarks by Mr Damien Thiéry, deputy head of the Belgian Delegation to the NATO PA.
This was followed by the session where the participants discussed the topic “NATO and Russia: how did we get to where we are now?”, moderated by Roland Freudenstein, political director of the Wilfried Martens Centre for European Studies. The participants in the 100th Rose-Roth Seminar of the NATO Parliamentary Assembly were addressed by Mr Robert Pszchel, Senior Officer, Russia and Western Balkans, Engagements, PDD, NATO, and Mr James Sherr, Senior Fellow of the Estonian Foreign Policy Institute, representative of the International Centre for Defence and Security (ICDS) and Mr Konstantin Eggert, journalist at Deutsche Welle (DW).
In this part of the event, the time allocated for the discussion was dedicated to the history and current situation on the subject matter, the challenges faced by the parties, the possibilities for overcoming them, current political and economic issues and the expectations for the upcoming period. During the debate by the NATO PA delegates, they especially emphasised the significance of developing stable relations, rule of law and providing full contribution to the development of democratic society on a global level.
The final session of the 100th Rose-Roth Seminar of the NATO Parliamentary Assembly was dedicated to the discussion on the prospects of parliamentary engagement with NATO partners and the future of the Rose-Roth Programme. On this occasion, the presentations were given by Mr Ruben Diaz-Plaja, Senior Policy Advisor at the Office of the NATO Secretary General, Political Planning Unit, and then by Mr Thomas Gerber, Director of the Geneva Centre for the Democratic Control of Armed Forces (DCAF).
Within this session, the dialogue of participants in the Seminar was focused on the issue of current parliamentary engagement with the North Atlantic Alliance partners, latest developments in that respect, with reference to their history and developmental path, and the expectations for the upcoming period. On this occasion, special attention was paid to the issue of the future of the Rose-Roth Programme, with reference to the results achieved in the previous period and the expectations for the upcoming period.
This seminar brought together around 180 participants - parliamentarians from NATO, associate and partner countries, as well as a number of senior officials and representatives from international organisations, NGOs, universities, governments and think tanks.
This event, was mostly dedicated to the developmental path of NATO partnership and enlargement policy, Rose-Roth Programme and parliamentary dimension of enlargement, NATO’s unfinished business of the open door policy, broader NATO partnerships, its relationship with Russia, parliamentary cooperation with NATO partners, as well as the future of the Rose-Roth Programme and other topical issues.
The basic goal of this jubilee event was to make an overview of the results and reach of the Rose-Roth Programme, especially bearing in mind the modalities of its further implementation, to ensure a forum and facilitate dialogue of parliamentarians about topical security issues among the legislators of NATO member states and partner states, providing participants with information on the subject matter.
On this occasion, the Parliament of Montenegro's Permanent Delegation to the NATO Parliamentary Assembly was represented by its member Mr Genci Nimanbegu.
