Member of the Standing Delegation of the Parliament of Montenegro to Parliamentary Assembly of the South East European Cooperation Process (SEECP PA) Mr Milorad Vuletić took part in the General Committee on Justice, Home Affairs and Security Cooperation, held in Sarajevo.

The meeting of the General Committee was devoted to the topic: “Alternative criminal proceeding in criminal prosecution policy in the South East Europe region”,  gathering parliamentarians from eight SEECP member states.

The meeting jointly noted that by introducing an alternative criminal proceeding, the judiciary would be relieved, allowing judicial institutions to concentrate their capacities on more complex criminal offenses, such as organised crime and corruption, which are the challenges of all countries of South East Europe.

In his address, Member of the Montenegrin Parliament Mr Milorad Vuletić stressed that after the restoration of Montenegrin independence, one of the goals of a comprehensive judicial reform was the introduction of mediation, that is, alternative resolution of disputes into the legal system of Montenegro, and that this was done by the establishment of the Centre for mediation, whose register now has 55 mediators in criminal matters.

Mr Vuletić also emphasized that mediation is an alternative, peaceful way of resolving a dispute that offers assuming the responsibility for understanding the situation and cause of dispute, noting that the mediation procedure seeks to correct or compensate for the damage and interpersonal relations that have been violated..

At the end of the meeting, members of the General Committee adopted the wording of the Report and the Resolution, which will be discussed and confirmed at the session of the Parliamentary Assembly of the South-East European Cooperation Process, which will be held on 13 and 14 April in Ljubljana, within the framework of the Slovenian Chairmanship of this initiative.

It was concluded that the meeting was an exceptional opportunity to look at the positive experiences of the regional countries with the goal of individual improving of legislation and freeing of space for the judicial authorities of SEECP member states to commit to serious crimes that jeopardize social values.

Aside from MPVuletić and the host, the meeting was attended by parliamentarians from: Albania, Croatia, Romania, Slovenia, Serbia and Turkey.
